The Embassy also encourages the involvement of Bangladeshi alumni of U.S. government exchange programs as speakers, mentors, or implementers. Applicants are urged to align proposals with the U.S. Mission to Bangladesh Integrated Country Strategy, meaning the Embassy wants projects that directly support broader U.S. priorities in Bangladesh rather than generic activities.

The opportunity supports a wide range of public diplomacy programming. Typical examples include academic and professional lecture series, seminars, and speaker events; capacity-building workshops and training programs; arts and culture programming such as workshops, joint performances, and exhibitions; professional, cultural, and academic exchanges and partnerships (including research collaboration as a partnership activity, though not scientific research as an award purpose); and English language programs. The Embassy is looking for programs that are substantive and sustained, not one-off events.

Competitive proposals should address at least one of the following priority objectives. First, advancing democratic values by promoting human rights, civil society, freedom of expression, press freedom, disability rights, and good governance. Second, promoting inclusive economic growth through innovation and entrepreneurship, expanding economic opportunity for youth and underserved communities, and exploring the benefits of expanded U.S.-Bangladesh trade. Third, increasing opportunities for Bangladeshi youth from historically marginalized communities, explicitly including groups such as indigenous communities, LGBTQIA people, and religious minorities. Fourth, building resilience to disinformation and misinformation through media literacy, fact checking, professional and technical training, and creative public awareness campaigns.

The target audiences are broad but clearly focused on influential multipliers and communities that are often left out of major programming. PDS highlights youth and rising leaders (high school students, university students, and early-career professionals), civil society leaders and NGOs (including grassroots and minority-serving organizations), journalists and digital creators (social media influencers and bloggers), business leaders and entrepreneurs, and established opinion leaders such as educators, cultural and educational institution administrators, and government officials. There is also an emphasis on reaching underserved communities outside Dhaka, signaling that proposals with credible plans to engage participants beyond the capital can be especially relevant.

The notice also lists activities that are not eligible, which helps define the boundaries of what PDS considers public diplomacy. It will not fund partisan political activity; charitable or development work; construction or infrastructure; programs supporting specific religious activities; fundraising campaigns; lobbying; scientific research; projects mainly intended to build the applicant organization itself; duplicated programs; single-meeting or brief conference formats; events that require participants to pay entry or participation fees; or projects that primarily benefit a for-profit enterprise. In practice, this means applicants need to show a public diplomacy purpose (exchange, learning, engagement, collaboration) rather than service delivery, political campaigning, institutional expansion, or commercial gain.

Awards are expected to run for up to 12 months, with projects generally required to be completed within a year. Funding is provided as a grant, cooperative agreement, or fixed amount award, and the mechanism matters: under a cooperative agreement, PDS staff will have more active involvement in implementation than under a standard grant. Continuation funding beyond the initial period may be possible on a non-competitive basis, but only if funds are available, performance is strong, and continued funding serves State Department interests. For Fiscal Year 2023, individual awards are expected to range from $20,000 to $75,000, with total expected available funding of about $500,000 and an anticipated number of awards around four. Proposed program start dates were expected in the October to November 2023 timeframe, and all funding is subject to availability.

Eligibility is limited to non-profit and educational entities, including registered U.S. and Bangladeshi non-profits (such as civil society organizations, think tanks, and social, cultural, and educational institutions with relevant programming experience) as well as U.S. and Bangladeshi non-profit or governmental educational institutions. U.S.-based organizations must provide an IRS determination letter, while non-U.S. organizations must provide proof of registration from the appropriate authority. For-profit or commercial entities are explicitly not eligible.

Administrative requirements include having a Unique Entity Identifier (UEI) and an active SAM.gov registration for organizations receiving an award (the UEI is generated during SAM.gov registration). The solicitation also limits applicants to one proposal per organization; if multiple are submitted, only the most recent submission before the deadline will be reviewed. Applications were accepted on a rolling basis with three deadline checkpoints: December 31, 2022; March 31, 2023; and June 30, 2023, with submissions due by 11:59 pm Bangladesh Standard Time on each deadline date.
